Arizona legalized in 2020, but because it had such a vibrant medical program it could switch quickly to full adult use retail sales. There are only 145 or so retail shops which is way too low.

I drove by 2 stores in Tucson, both had lines outside, and nearby parking was non-existent. This looks more like a market just weeks old, not the months they’ve had. More stores would increase competition and bring down prices, which AZ could use.
The stores are almost entirely located in the Phoenix and Tucson areas, so they need to expand in the smaller out of the way places.
